This bill would require that when a fast food employer needs to lay off employees, such employers must discharge them by inverse seniority, i.e. those who have worked the longest will be discharged first. This bill also establishes procedures for the arbitration of disagreements between fast food employees and employers, and allows laid off fast food workers to be compensated with schedule pay premiums.

The New Laws were the result of a reform movement among many different groups in Spanish America, including Spanish missionaries and intellectuals. This reform movement sought to address the encomienda system and other issues involving colonization in North America, particularly the treatment of indigenous peoples. These New Laws regulated the encomienda system, prohibited the enslavement of Indians and made it impossible for an encomendero’s grant to be inherited by descendants. These New Laws also established several General Captainships to oversee the overseas colonial administration.
